Not sure if it has anything at all to do with the game, but 24601 was Jean Valjean's prisoner number in Les Miserables.

It's Victor Hugo's birthday date of conception (24 June 1801)...

I'm leaning toward the non-nuclear theories, as well.

It'd be more effective, require less logistics and lower casualties for SkyNet.

The EMP, alone, would wreak havoc with them.
